In toxic workplaces, there is an emotional cultural dominance of bosses who are chronically, and often intentionally, anxious, depressed, disappointed, angry, stressed, inconsolable and as a result naturally wanting to take as much control from others as possible.  It actually makes working with engagement and passion challenging to unrealistic for their people. It significantly weakens their ability to make wise and timely decisions, to stay focused and creative, resilient and collaborative.

It takes completely different approaches to leadership to start cultivating a healthier culture.
